The FTTH Council Europe has been monitoring annually the evolution of full-fibre deployment throughout Europe since 2012. This essential work has been driven by the Market Intelligence Committee which publishes our flagship report FTTH/B Market Panorama, complete with FTTH Forecasts for Europe. The survey is commissioned through an external partner and the role of the Committee is to complete and refine these data based on the comprehensive input coming from the network of experts from our 150 members active in all European countries.

FTTH members have access to a more detailed version of the report with granular information regarding the individual FTTH markets in each of the 39 countries surveyed.

Two more reports have been produced under initiative of the Market Intelligence Committee, and launched during the last FTTH Virtual Conference 2021: the latest figures of the FTTH Forecasts for 2021 and 2026 and an overview of fibre deployments in rural areas.

The Market Intelligence Committee is also involved in other studies such as Copper Switch Off, Best Practices in Fibre advertising and the Socio Economic Impact of FTTH.

2025 FTTH Market Panorama - Report by Country

The 2025 edition of the FTTH/B Market Panorama presents the latest insights into FTTH/B coverage and adoption in Europe as of September 2024. The country-specific report, compiled by the Market Intelligence Committee and IDATE, provides data-driven insights on key performance indicators such as homes passed, subscribers, take-up rate, coverage rate, and penetration rate, along with trends and growth patterns observed over the past few years.

This report offers a comprehensive overview of Europe’s progress toward full fiber connectivity, with FTTH/B coverage in the EU39 region reaching 74.6% and the take-up rate increasing to 53.1%. Despite steady growth, the FTTH penetration rate for the last 3 years remains at 32.9%, highlighting the ongoing challenge of driving adoption.

While the overall trend is positive, market dynamics vary significantly across countries, with some nations leading in coverage and adoption, while others still face obstacles in deployment and user uptake. This edition introduces a country-focused approach, allowing for a more detailed analysis of national trends, challenges, and opportunities in the FTTH/B landscape.
